There could be no more instructive comment on India`s historical attitude towards Pakistan. The most practical way to identify the wishes of the people was a fair and impartial referendum. It was also stated: “It was decided that the plebiscite administrator should be appointed before the end of April 1954. . . It shall then submit such proposals as it deems appropriate to prepare for the holding of a fair and impartial referendum throughout the State and shall take such other measures as may be necessary to that end.
